答：招标文件第三章一、技术要求第13项双轮式横向力系数测试仪设备参数中“PLC控制测量机构”修改为“PLC控制测量机构或电子控制与处理系统（能够满足国家标准规范要求的15°夹角控制装置）”,投标单位所报产品在符合国家规定现行各种标准，符合质量要求及计量要求情况下，应不低于招标文件要求的产品标准，具体参数差异，需在标书中进行注明，其他不变。
